What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to see and purchase upgrades.

Costs

Sometimes, the upgrader will make other changes to an item, like changing the type of weapon damage or adding or removing an operative or unwieldy property. These modifications are based on the item's ilvl. They may also require special materials, like Adamantine.
Success Rate
Item upgrades are based on the chance of success, and as with any random system, there is a chance that the upgrade won't be successful. However there are a few things which can improve the chance of success. This includes the use of an item known as an Upgrade Pity or the addition of additional materials to the upgrade.
An Upgrade Pity is a product you can buy from the smithing NPC in Lost Ark. It increases the odds of an upgrade being successful by some percentage. It's similar to the "luck bonus" that some items provide, but it is more reliable. It can be added to any weapon or armor and can be used three times.
It is also possible to add a number of additional items to the upgrade, thereby increasing the chance of success. These are displayed in a window above the + button. However, there are limitations to this, and the largest amount of material that can be added is displayed right above the + button in the user interface.
A Blacksmith Blessing or an upgraded version of it can be used to increase the odds of a successful upgrade.
